Best affordable ultra-wide to wide angle lens for a Canon EF mount?

I'm looking into buying my first wide angle lens. Unfortunately some are quite expensive and out of my price range. I have a Canon 40D, and need a lens to fit on an EF mount, preferably with an aperture of <2.8. I was looking at the 20mm f2.8 USM,
First, and most important question... what is your budget for this lens?
Ultrawide angle would be something like the Canon 10-22 EF-S or the Tamron 10-24. If you want ultrawide angle and f/2.8, prepare to pay for it. Tokina has a 16-50
